<br />0725 <br /> <br />4 <br />was dominated by Wayne Aspinall from the 4~h Congressional District, <br />who, beCause none of his District was in EOstern Colorodo, tool'. it <br />, <br /> <br />upon himself to oppose the Fryingpan Project, which he dio adroitly <br />and vigorously and completely thwarted the efforts of the people in <br />Eastern Colorado to get the Fryingpan approved, <br /> <br />Ivan Crawford was the then new Director of ithe Water Conservation <br />Boord, and though he, Tipton and Brightens~ein tried to corry <br />through, it was obvious that nothing could be done without the <br />backing of Aspinall, who was then ascending to t:,e Chairmonship of <br />the Reclamation Committee, and later become: full Chcirmon of the <br />Insular and Interior Affairs Committee of the House. Aspinall, from <br />1953 to 1955, gave us much trouble, and findlly laid down 0 mandote <br />that we had. to establiSh on agreement at home. In these years we <br />hod no trouble in the Senate, nor did we reall, ever encounter any <br />trouble in the Senate, All the trouble wos! in the House. In 1955 <br />, <br />we come bock to the House and thought we ho~ worked everything out <br />to the complete satisfaction of Aspinall, and was astounded to hear <br />him soy he wonted 0 Priority ~ist of Projects. This seemed to be <br />basically impossible to determine which Project would be built first. <br />i <br />He prObably got the concept of 0 Priority ~~st due to the Hearings <br />on' the Central Arizona Project, which was hdving much trouble, and <br />the price of Central Arizona were the five Upper Basin Projects in <br />Colorodo, with sort of 0 Priority List relat,ing to them. <br /> <br />From 1956 to 1957 we hod bitter opposition, pnd because of the contin- <br />ued opposition it was determined to do two things: 1, To moke 0 <br />Water Filing for the Water Rights for the Fryingpan Project, and, <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />I <br />I <br />I <br />
