This caused <br />a bitter contest at home, Marold Christy soying that the compromise <br />would ruin the Fryingpan Project becouse West Divide Project would <br />have a priority ohead of either the BasGlt or the Fryingpan Project <br />and if it was ever built it would scuttle the FryinQpon. Having <br />obtained advice from the Bureau that this would not follow,Milenski <br />and ! overr'uled Christy and recommended to our Boord that the re- <br />vised operating principles be accepted, which was done. <br />Then in 1960, for the first time. we had the sup,)ort of ',"ayne <br />Aspinall, It was during this period, too, thct the Central Arizona <br />Project was coming on, the environmenta,lists were coming ,to life, <br />and it was much,much more difficult to 'get a project alJthorized. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />In 1961. after everything seemed clear, the project diea in the <br />l"ules committee. In 1962 the same thing looked like it was going <br />to happen again and 10 and behold the Lord loved us and the rules <br />committee permitted revitalization of the Fryingpan Project which <br />went through Congress whistling and the President came to Pueblo <br />in 1962, in August, and signed the oct. Following the 'signing of <br />that act, then. the first step was the,execution of a repayment <br />contract, This took: almost two yects, many, many months spent in <br />hammering out the details" end it WQS ~igned in January, 1965. <br />. ' . <br /> <br />The one major concept that we suQceeded in getting in it is what <br />1 call the Tulari formula reloting to the 160-acre limitation of <br />the reclamation laws.
