with the President of the United States. I mention that

only to show whot the feeling was over there and whenever I

met President Eisenhour, he was always asking me about the

Fryingpan Project. He was very much interested. We didn't

get it authorized while he was President see, he went ou~ of

office in '61 and Mr. Kennedy come in in '62 before it was

authorized but undoubtedly if we could hove gotten the project

auth~rized by Congr~ss, President Cisenhour would have si~aed

it: he was very much interested. talked to me about it many

times, always asked me obout it. I thought that might be of

some interest ~o you.

Miss Burris: Well, yes.

Mr. Chenoweth: ---------------- relate a som~what funny and

very extraordinary incident in connection with the Senate

action on the Fryinypan Project. I can't give you the exact

year, but it was in the '50's. They have 0 procedure in the

Senate where they pasS bil~s by unanimous cansent. We also

hove the same procedure in the House where non-controbersiol

bills and just routine matters ore handled in that way. Well,

one day in the Un,ited States Senate they were colling the

consent calenders, os I recall it, and the Fryingpan bUr

was called up. At that time I believe-that Senator Milliken,

and I am not sure if it was Senator Johnson or Senator Allatt

come in 1955--but it was one of them--Senator Milliken, I be-

lieve, had his name on the bill, of course the other senator

too, but I don't recall the name--well here's the bill called
