We didn't <br /> <br /> <br />get it authorized while he was President see, he went ou~ of <br /> <br /> <br />office in '61 and Mr. Kennedy come in in '62 before it was <br /> <br /> <br />authorized but undoubtedly if we could hove gotten the project <br /> <br /> <br />auth~rized by Congr~ss, President Cisenhour would have si~aed <br /> <br /> <br />it: he was very much interested. talked to me about it many <br /> <br /> <br />times, always asked me obout it. I can't give you the exact <br /> <br /> <br />year, but it was in the '50's. They have 0 procedure in the <br /> <br /> <br />Senate where they pasS bil~s by unanimous cansent. We also <br /> <br /> <br />hove the same procedure in the House where non-controbersiol <br /> <br /> <br />bills and just routine matters ore handled in that way. Well, <br /> <br /> <br />one day in the Un,ited States Senate they were colling the <br /> <br /> <br />consent calenders, os I recall it, and the Fryingpan bUr <br /> <br /> <br />was called up. At that time I believe-that Senator Milliken, <br /> <br /> <br />and I am not sure if it was Senator Johnson or Senator Allatt <br /> <br /> <br />come in 1955--but it was one of them--Senator Milliken, I be- <br /> <br /> <br />lieve, had his name on the bill, of course the other senator <br /> <br /> <br />too, but I don't recall the name--well here's the bill called <br />
