I

I

0745

I
I

24
upon th~ floor of the United stctes Senate, but neither of
the Colorado senators were there, OS I recall, and someone
said, "Well, whot will we do?" and someone said, "That's
Senator Milliken's bill, he wonts thot passed, let's pass
it." and so they passecJ the Fryingpon-Arkansas bill in the
United States Senaje without 0 single word of debate for or
'against, good or bcd, Now that o~tuolli happenecJ.
Now, then, later it was n~cessory for the HoUse end
Senate of course to agree on a bill--when th" House passed
a bill I believe the Senate had already passed the bill, but
we mode some changes in the House, so it was necessary for the
House and Senate to agree on thos. changes, As I recall it,
the Senate passed the biB first, but I om not quite certain
of that, but the two houses hod to agree. on the blll before it
finally went to the White House in 1962. I might state there
wasn't opposition in the Senate th'ot ther" wos in the House,
The oPPClsition centered in the House, become 0 very bitter
struggle, there. The Fryingpan, as I soid, became 0 very un-
popular project, it hod been up 0 couple of times for 0 vote
and word hod gone around that it w!:lS 0 bod project, so it
become mpre and more difficult alli the time to get anything
done with the Fryingpan Project. that didn't prevail in tho
Senate: there wasn't that sentiment there. There was some
opposition, but nothing like we had in the House; so the ~eal
fight for the Fryingpan-Arkansas P~oject was in the House of
Representatives. When we won thatf1ght, then we got the
Fryingpan.

I

I

I

I

I

I

I

I

I

I

I

I

I

I

I
