.

..

"

.

"

.

.

002499

1'he third draft of Problem C bas been completed and will
be commented upon by the Subcomm1ttee at the 65-3 meeting..

Problems D and F were discharged from the Bubcomm1ttee I s
agenda as the former was satisfied by Volume 12 of the
ORRRC Reports and the latter is under current nationwide
study by the Bureau of Outdoor Recreation.

3. Continuing Projects

Problems E and G have been given considerable study. 1'hey
are important but difficult subjects and will be continued
into next year.

1'he subcomm1ttee has distributed to all members a number
of technical papers on demand estimate procedural
methodologies. (Problem G).. Workshop sessions have
examined new concepts wherein the use of variables of time,
income, mobility, population, motivation (activity par-
ticipation and preferenlle), location, appeal, and fee
regimes would be quantified and thus result in numerical
formulaS which would largely eliminate personal judgment
factors in the development of demand estimates. In this
effort the September 1962 report of the Recreation Sub-
cOmm1ttee was updated and used as a working paper. Much
remains to be done both in discussion and formalizing con-
clusions, but substantial progress regarding this long-
standing problem has been made.

4. Additional Problems for Possible Future study

Review of State and Federal legislation and its effect on
recreation, partiCularly as pertains to member agencies.

Public reaction and problems relating to fees and charges.

Recreation aspects of the Poverty Program.

5. Reports

A report by Dennis E. Hess, BIM, on the Red Rock proposel,
Nevada, which illustrated a number of aspects of the
State-Federal and local cooperation, was presented at the
64-4 meeting.

Report by Dale Crane, Corps of Engineers, regarding empirical
research into visitation at C/E water development projects
was submitted at the 65-2 meeting.

-11-
