<br />. <br /> <br />. <br /> <br />A copy of the State Board's cover letter accompanying the draft order has been include in the <br />Board folder for your information. Additionally, a copy of Section 10 of the draft order which <br />describes each of the conditions to the proposed transfer and change in point of diversion have been <br />included in the Board folder. <br /> <br />In conjunction with its draft order, the State Board is holding a public workshop. The <br />workshop will be held on October I ~ in Sacramento, California. A copy of the notice of the <br />workshop is included in the Board handout material. Following the workshop the State Board, in <br />executive session, will deliberate on its proposed order. <br /> <br />To facilitate resolution of some of the environmental issues associated with the <br />implementation of the Quantification Settlement Agreement, Representative Duncan Hunter (D-San <br />Diego) has introduced H.R. 5123, the "The Colorado River Quantification Settlement Facilitate Act <br />(Act)". The stated purpose of the Act is to provide $60,000,000 for construction of Habitat <br />Enhancement Projects that were identified by to facilitate execution of the QSA. <br /> <br />Cadiz Underground Storage and Recovery Project <br /> <br />On August 29, 2002, the Department of the Interior approved the Final Environmental Impact <br />Statement for the Cadiz Groundwater Storage and Dry-Year Supply Program and issued its Record <br />of Decision (ROD) completing the federal environmental review process. The ROD amends the <br />California Desert Conservation Area plan by providing an exception to the utility corridor element <br />and offers to MWD a right-of-way grant for the construction and operation of the Cadiz Project. <br /> <br />On September 25,2002, the MWD staff recommended to its Board of Director the deferral <br />of the Cadiz Project. The major impediment to the Project's implementation is the dearth of swplus <br />Colorado River water needed to fill the underground storage basin. However, in order to maintain <br />the viability of the Project, the Board of Directors approved the terms and conditions of the right-of- <br />way grant contingent upon certification of the Final EIR and approval or rejection of Project <br />implementation. MWD staff would be directed not to execute the right-of-way grant or pay lease <br />fees until directed by the Board. During MWD's October -rn Board meeting, the Board, by the <br />narrowest of margins, voted to not proceed with the Cadiz Project. <br /> <br />Basin Statesrren Tribes Discussion <br /> <br />Colorado River Delta Symposium <br /> <br />Last September II'" - 12"', the International Boundary and Water Commission-United States <br />and Mexican Sections (IBWC) held a symposium in Mexicali Baja California to implement Minute <br />No. 306. The symposium dealt with obtaining more information and a better understanding of the <br />riparian and estuarine ecology of the limitrophe section of the Colorado River and its associated <br />delta. <br /> <br />6 <br />
