<br />00248G <br /> <br />. <br /> <br />. <br /> <br />IID/SDCWA Water Transfer <br /> <br />On September 26, 2002, the State Water Resources Control Board (State Board) issued its <br />draft order approving the IID/SDCW A water transfer and change in point of diversion, place of use, <br />and purpose of use for a period of 75 years. The State Board's approval is contingent upon the <br />following conditions: <br /> <br />. MWD's Whitsett Pumping Plant in Lake Havasu is added as a point-of-diversion; <br />. Municipal water use is added as an authorized use; <br />. Authorized places of use include the service areas of the San Diego County Water <br />Authority, Coachella Valley Water District, and The Metropolitan Water District of <br />Southern California; <br />. The permittee (lID) is required to prepare and submit an annual report to the State Board <br />detailing the water acquired and transferred; <br />. The permittee shall implement all provisions of the Salton Sea Habitat Conservation <br />Strategy; <br />. The permittee must monitor the salinity and water surface elevation of the Salton Sea; <br />. The State Board retains authority to add, delete, or modifY mitigation measures for the <br />Salton Sea; <br />. The permittee shall implement an air quality monitoring and mitigation plan; <br />. The permittee shall submit an annual report detailing Reclamation's progress related to <br />implementation of the reasonable and prudent alternative contained within the Interim <br />Strrplus Guidelines Biological Opinion; . <br />. The permittee shall implement all provisions of the Tamarisk Scrub Habitat Conservation <br />Strategy, the Drain Habitat Conservation Strategy, and the Desert Pup fish and Razorback <br />Sucker Conservation Strategies; <br />. The permittee, in conjunction with the California Depamnent ofFish and Game (CDFG), <br />shall develop a plan to monitor, and potentially remediate, the effects of selenium <br />concentration in the Salton Sea; <br />. The permittee shall relocate or construct new recreational facilities to offset impacts <br />related to the receding Salton Sea shoreline; <br />The State Board will retain the authority to consider changes to the Order if the permittee <br />revises, amends, or supplements the Final EIR or HCP; <br />. The State Board retains authority to consider changes to the Order with respect to socio- <br />economic conditions or impacts identified pursuant to the process laid out in Senate Bill <br />482; <br />The Order does not authorize the takings of any fully-protected or endangered species <br />without a valid incidental take permit from the California Department ofFish and Game <br />(CDFG); and <br />. The State Board requires the permittee to obtain a stream-bed or lake alteration <br />agreement from the CDFG, or if a permit is not required, the permittee must obtain a <br />waiver from the CDFG. <br /> <br />5 <br />
