For those <br />who are interested in receiving a copy of the proceedings, they can call the US Section of the mwc <br />at (915) 832-4100. The mwc <br />is currently holding a 30-day review period for the stakeholders to review the proceedings to <br />determine if there is a need for further information, as well as, to provide input to mwc on the <br />framework for which to proceed in the Minute 306 process. <br /> <br />Colorado River Environmental Activities <br /> <br />Status of Execution of the Quantification Settlement Agreement <br /> <br />On September 13, 2002, I sent a memorandum to the Colorado River Basin states' <br />representatives advising them of the ongoing efforts to ensure that the QSA is executed by the <br />December 31,2002, deadline contained in the Record of Decision on the Interim Surplus Guidelines. <br />Enclosed with that memorandum were copies of: 1) the September I 0, 2002, letter from Governor <br />Gray Davis to the leadership in the legislature; 2) the August 31 , 2002, letter from the Legislature's <br />leadership to the parties to the negotiations on the QSA; 3) the Assembly Concurrent Resolution <br />No. 251; 4) a copy ofSB 482, the fully protected species legislation; and 5) a copy ofSB 1473, <br />designating fimds from Proposition 50 for projects that facilitate water transfer associated with the <br />QSA. <br /> <br />These documents express the strong commitment and resolve of the Governor and <br />Legislature to help ensure that the QSA is executed before the deadline. SB 482 and SB 1-473, which <br />have been signed by Governor Davis address the fully protected species issue and provide financial <br />resources, up to $200 million, with passage of Proposition 50 at November general election. This <br />money would be for projects that help facilitate the QSA transfers and achieve the benchmarks <br />contained in the Interim Surplus Guidelines. <br /> <br />" <br /> <br />A joint oversight hearing is being held by the Assembly Water, Parks and Wildlife and <br />Senate Agriculture and Water Resources Committees on the status of the QSA. The hearing, <br />beginning at 10:00 a.m. will be held on October 16, 2002, in La Quinta, Califomia, at Imperial <br />Irrigation District's offices. <br /> <br />Lower Colorado River Multi-Species Conservation Program <br /> <br />The Technical Contractors developing the Lower Colorado River Multi-Species Conservation <br />Program (MSCP) released a technical addendum to the second administrative draft of the <br />conservation plan. The technical addendum provided updated information related to the MSCP <br />covered projects impact assessment, biology of covered species, revised adaptive management and <br />monitoring procedures, and long-term MSCP implementation costs. With respect to long-term <br />implementation costs, the consultants have identified two tiers of costs. The first tier cost is related <br />to alleviating jeopardy under the federal Endangered Species Act and was determined to be <br />approximately $464 million, in 2002 dollars. The second tier cost, which is additive to the first tier <br />cost, is related to providing conservation leading to the recovery of the species. This second tier <br /> <br />7 <br />
