N
W
r..o
o

Sa cond, we have had several conferen ces with the Bureau reearding con-
tract drafts fer sale cf power tc the preference customers. We' are
seekinr contracts as uniform as pcssible for all customers in all ,of
the feur bureau rericns involved. We have submitted a detailed list
c,f the prcblems we believe shculd be cevered. We understand that the
Bureau has ncw ?repared drafts of contract lan[Uafe and in the next
several weeks we expect tc hold a series of meet'in[s with the Bureau
to iren cut any differences that may still exist.

Third, we have been workinE cn the fcrmaticn of a sinrle purche.sinE
a[ency te contract for the purchase cf power for all preference c'us-
tamers in the State of Utah. The Bureau has offered a substantial
concession in the matter of billin[ demands if this is dcne and en-
couraein[ proEress is beint: made.'

,

The fourth matter of immediate interest is that of continuanoe ef
CRBCP as an active, vif'crous crp-anization. With the e.pparent thouf'ht
that the majcr battles have been worn er lost, the problems ef finan-
cing are beccminr mcre difficult. We know of nothin[ that our oppon-
ents would desire more than to have our or[anizaticn dissolve. The
united front it has [resented in the marketing area has been a thorn
in their side which they would like to pet rid of. It has developed
considerable politice.l stature and its sUGgestions are not liEhtly
brushe<.l e.side by Coner'ess cr Federal A[encies.

Nh!'.;!: (;fce. -thi!. 6u.tulle. pl'.mu o{, C;:,fCP?

We shculd arain, make appearances before the appropriaticn committees
in th$ Confress in support of Bureau AIprqriaticns fer continued con-
struction of transmission lines. Until these lines are e.ll actually
built there is always the hazard that lack cf finances may prevent the
construction of some seEment. If this should happen then we are again
pretty much at the mercy of the private-utilities. At least one years
work is involved in the ne[otiation ant: ccmpletion of contracts fcr the
z,urchase of storage rroje'ct power. The combined experienoe and skill
of the Enrineerinf Committee of CRBCP should be available at all times
) in these nefctiaticns.

;,

"

,'i'.

j..
