By our cOlf.binec. efforts we have achievec seme notable victories. It is
universally e,cknowledfec'. that our fifM: for appro;:>riations by the Con-
cress fer an all-Federal transmission system was the influencing element
in the grantin[ cf such appropriations. The clear and undisruted result
was a 'savint: 'of 500 million dollars in costs te pcwer ccnsumers over the
payout period fer the Colorado River Sterq;e Freject. In sirr,p1e terms
this meant abeut 15% reductien in the pewer bills you wcul~ etherwise
have had to pay.

A secondary result of the availability ef these funds for transmission
line constructien was the establishment of a streng bar[ainin[ positien
in the hands ef the Secretary of the Interior. This was used te secure
2, still further savine cf $77 million in final centracts fer wheelin~-
?ewer with the ['rivate utilities. '

Alse this same barfaininf strenrth permitted the Secretary to secure
arreemcnt in all but one of the centracts with the private-utilities
fer "Cemmon-Carrier" use ef their systems for all power !'efsrd1ess
of oririn, source or ownershir cf the pewer involved. A cellar value
cannot be 1;,lacec en this item at this time. Only future cperat icns
invclvin[ an honest effert en, the part ef the private-utilities to
carry cut the intent and ~urpcse ef the clause will tell the stcry.

anncunced by the Bureau and a ;)eriod permitted for objections. These
,have been :reoeived and considered and the Secretary of the Intericr is
expected te announce final allecaticns in the next few days. In effect
these allew for full allccation ef the applioaticns received frem Utah,
Wyomine. Celorado, and New Mexico. Allocations averafinr about 40% of
the amounts applied fer haVe been made fer P,rizcna, Ca1ifcmi2. and
Nevada.
