Under thi s interstate arrangement. 1000.1 admini stration as <br />betMen the appropriatbrs in Colorado above and below Caddoa. will <br />be governed as follows I <br />(a) At all times when there is a supply of water impounded <br />in and available for release from Caddoa Reservoir. all appropriators <br /> <br />upstream from Caddoa will be permitted to divert water. in aooordanoe <br /> <br />with their relative priorities and rights. regardless of the priori- <br />ties below Caddoa'and as though such priorities of ditches below Caddoa <br />were then fully satisfied; and., <br />(b) at all other times, when Caddoe. Reservoir is empty. 'if <br />any suoh times oocur. the appropriators upstream from Caddoa will be <br />required to function. as in the past. in recogni tion of the pri ori ties <br />of ditohes below Caddoa. as though Caddoa Reservoir had not been oon- <br /> <br />stru cted. <br /> <br />5.
