As provided in paragraph 7 tre reof. the said <br /> <br />Stipulation of 1933 is now in e freet, and, as contemplated by paragraph <br /> <br />9 thereof, the administrative water offioials of Colorado and Kansas <br /> <br />reached an a greement. dated April 8, 1943. concerning the division be- <br /> <br />tween the two States of the waters ,of the Arkansas River end of Caddoa <br /> <br />Reservoir during the period from April 1 to October 1. 1943. <br /> <br />3. <br /> <br />By reason of its intervening location. Caddoa Reservoir has <br /> <br />divided the appropriators in Colorado into two groups. the one above and <br /> <br />the other below the reservoir, the operations of which will at tiD>,es <br /> <br />alter the reg;imen of the downstream river. and henoe will ohange the <br /> <br />existing physical and legal relations between the appropriators down- <br /> <br />stream as against those upstream. and between the appropriators down- <br /> <br />-:., <br /> <br />stream as against each other.
