In this <br /> <br />connection it may be stated that. <br /> <br />1. <br /> <br />Caddoa D!UIl and Reservoir is under construction by the United <br /> <br />States, War Department, Corps of Engineers U. S. Army, as authorized <br /> <br />by Congress in the Flood Control Act of 1936; maintenance and operation <br /> <br />of the project after its completion was placed under the supervision of <br /> <br />the War Department by the Flood Control Act of 1938; and, on l1aroh 30, <br /> <br />1943. the War Department granted po nnission to the States of Colorado <br /> <br />and Kansas to utilize up to 100,000 aore-feet of the presently oonstruct- <br /> <br />ed storage oapaci ty of Caddoa ReservoIr for purposes of stream flow reg- <br /> <br />ulation !lJld water oonservation, for the benefit of existing irrigation <br /> <br />enterprises in the two States during the present food emergenoy. <br /> <br />2. <br /> <br />Under an Agreement entered Deoember 18, 1933. herein for oon- <br /> <br />venienoe termed the Stipulation of 1933. the States of Colorado and <br /> <br />Kansas provi ded, as far as the said two States may by such an agreement, <br /> <br />(1) <br />
