A number of the <br />federal agencies which supposedly have environmental expertise <br />have been asked to contribute to this section, but the response has <br />been disappointing. In several instances the federal agencies have <br />indicated that they do not have the time or funds to make the <br />requested contributions, but that they would be glad to evaluate <br />and criticize that section of the plan after it has been prepared <br />by others.
