' That' jurisdiction '6ver and acministrationof "Color,ado, water ,rights must be <br />retained' in 'Colorado Courts..and j,genc:iies" In rlo' way should allY such jurisdiction <br />and administration be 'turned over to any' U.S. Court or Fede::-al agency, and ,that <br />every attempt to make any change from State to Federal jurisdiction be vigorously <br />opposed. <br /> <br />2. That every county, \~herE! the use of water ,for irrigation,: domest'ic or industrial <br />uses is considered a ,critical factor in'future development," organize an active '" <br />Agricultural Planning Committee with a sub-committee on water policy conseryation <br />and development. <br /> <br />J. That Agricultural Planning Committees in irrigated counties ,increase their <br />efforts to obtain more efi'ioient and ecor-omical use of the water supplies looally <br />available;, This can be done by improving irrigation practioe by; avoiding waste <br />thru shorter runs for surface, irrigation;, well improved and maintained irrigation <br />systems; a ,good system of water measurellients and records, a better understanding <br />of water "reiuirements of crops under local conditions; a better knowledge of soil <br />conditions affecting ,irrigation; 'more ".v:i:despread information about quantities of <br />water available and when i,t is available; and closer attent,ion to cropping systems <br />to fit thc, average available water supply. <br /> <br />, GROUND IUiTER LEGISLATION <br /> <br />4. This sub-committee has recognized and is considering the matter of legislation <br />to govern the use of liROUND iOSER. do action has been taken. SuggEstions ,have <br />b8en made that any control legislat,ion must' be administe:-ed on a basis of ".LOCAL <br />OPTION" by water sheds or separate divisions 0'1' water, shed. <br /> <br />,DIVISION OF C. 'Ihis sub-committee believes that the division' of Colorado River Development <br />funds should be made more nearly in direct ratio to the amounts of water supplied <br />to the generation at lIoover Dam by the various states. Distribution was originally <br />on that basis but is now made 8'{ually> bEitween ,the states. <br />
