<br />THAT the 1951 session of the Colorado Legislature appropriate sufficient ,funds for
<br />the effective discharge of the obligations imposed, by Statute, on the Colorado
<br />vlater Conservation Board,
<br />

<br />WHEREAS The State of Utah, as well as other states of the arid West have, by Statute,
<br />set up Revolving Funds, thereby maKing available funds to be loaned to water, using
<br />associations in a program of construoting reservoirs and other means of conserving
<br />water, and
<br />
<br />,HIEMAS The Bure.:lu of Reclamation works only on Large Projects and other agencies
<br />such as the Farm~rs Home Administration Loans only for small projects, thus as of
<br />now and in the past, the only source of funds, for intermediate projects',is from
<br />private, ~ources and
<br />
<br />,iHEHEAS A revolving fund from which funds may be made available to water using,
<br />groups on an economically feasible basis in the State of Colorado, as a STATE
<br />PROGi1AM, for the purpose of, constructing reservoi~s of, inteTmediat~' size ,and other
<br />structures for tlm conservation of water, is long overdue and badly needed, now
<br />therefore"

<br />"The, Water Policy Conservation Policy and DE;velopment, COlllmi ttee of the ,State
<br />Agricultural'Planning Committee has the following, immediate program:'
<br />
<br />1. To inform our people of the vital fact that water is our present ,greatest
<br />undeveloped asset or resource and that under the Constitution and Statutes
<br />of Colorado, to secure and hold the future use of this water, 'it must be put
<br />to beneficial use.
<br />
<br />2. To carry this inforwation not only to'thc graSS-roots, but to impress this"
<br />fact upon the mE;mbers of our Legislature to the end that ,furture legislation"
<br />will aid in this program ,and not cripple it.
<br />
<br />3. 1'0 encourage the study of the, us., of water on the part of our people to the
<br />end that less waste be effect"d and the highest" beneficial use be secured
<br />from the w~ter used.

<br />4, To encourage the study of the construction of dams of small and intermediate
<br />size higher up on our mQuntain slopes where water is available for filling
<br />reservoirs, and wher" sites are at all, economical, to encourage the constru,~-
<br />tion of the same, and to assist those who are interested and vrhere needed, in
<br />finding the financial assistance needed to complete thE; program.
