<br />02rl"'~ <br />,:.rJ <br /> <br />, <br />-; <br /> <br />-5- <br /> <br />) <br /> <br />TRA}!SMOUNTAIN DIVERSIONS <br /> <br />6. llhile no definite action has been taken it is generally oonc eded that no <br />further transmountain diversions to CONSEHVANCY DISTRICTS from the Colorado River <br />Basin should be approved by the State lIater Conservation Board until a comprehen- <br />sive water resources survey of Western Colorado is completed, <br /> <br />ARTIFICIAL PRECIPITATION <br /> <br />7. This program was discussed at len~th at the committee meeting Ootober 21, The <br />action taken was not considered fillal by those present and should not be so con- <br />sidered by others. Those present recognized that artificial precipitation is and, <br />probably will continue to be attempted, Consensus of opinion was, that well <br />organized and ooordinated efforts at artificial precip~.tntion should be encouraged; <br />that such efforts should be coordinated through the office of the Commissioner of <br />Agriculture by a legalized licensing system to be set up by the next legislature. <br />This procedure a~peared desirable to prevent promiscuous experiments by incompetent <br />persons and to make records of efforts and results available to scientists for proper <br />evaluation3 <br /> <br />(The above action was taken without knowledge of a pending meeting 01 a com- <br />mittee appointed by the Governor. The first action of the 0overnor's Committee <br />was essentially the same as that taken by this committee and a worki.ng committee <br />was appointed to draft a proposal'10r consideration by the Legislature.) <br /> <br />Comment and suggestions are solicited on all action of this sub-committee Oil <br />-,water Policy, Conservation and Development, out is espeoially re'{uested on items <br />numbered 1 to 7 above. <br /> <br />Please send any comment and suggestions to A. J. Hamman, Colorado A & M College, <br />l<ort Collins, Colorado, so they may be assembled for oonsideration for a meeting of <br />this sub-committee in mid February. ",fter the February meeting, a final draft of <br />this report will be prepared for the annual meeting of the State Agricultural <br />Planning Committee, <br /> <br />A.
