<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />(' 'J 1 ... hO <br />j, .~ I d!' <br /> <br />HERITAGE CONSERVATION AND RECREATION SERVICE <br />WATER AND RELATED LAND RESOURCE PROGRAMS <br />IN THE MISSOURI RIVER BASIN <br /> <br />Regional and River Basin Studies <br /> <br />The Heritage Conservation and Recreation Service (HCRS) assists the <br />Missouri River Basin Commission and Federal Agencies in the planning of <br />regional and river basin studies. Working with the State recreation agen- <br />cies, this assistance varies from serving as chair agency for recreation <br />ad hoc work groups and participating as a member of the various planning <br />teams to provide indepth planning assistance on these programs. HCRS also <br />provides field-level review on reports prepared by other agencies in those <br />instances where we are not a full-time study participant. <br /> <br />Corps of Engineers Metro Studies <br /> <br />HCRS assists the Corps of Engineers by providing study leadership in <br />coordinating the overall leisure time planning effort on these metropolitan <br />area studies. This will include identifying needs and problems and solu- <br />tions for optimizing leisure-time opportunities. <br /> <br />Wild and Scenic River Studies <br /> <br />The Wild and Scenic Rivers Act (P.L. 90-542) established a national <br />wild and scenic rivers system to protect free-flowing rivers for their "out- <br />standing scenic, recreational, geologic, fish and wildlife, historic, and <br />cultural values." <br /> <br />HCRS, in carrying out the responsibilities of the Wild and Scenic Rivers <br />Act (P.L. 90-542, as amended), reviews, for the Secretary, rivers proposed <br />for addition to the National System under State administration under the pro- <br />visions of Section 2(a) (ii); identify those rivers which should be added <br />to the list of rivers in Section 5(a) of the Act for study as potential com- <br />ponents of the National Wild and Scenic Rivers System; and identify rivers <br />under Section 5(d) which should be recognized by the agencies planning water <br />resource projects; periodically reviews the components in the National Sys- <br />tem to assure the Secretary and the Congress that they are being managed in <br />accord with the purposes of the Act and their classification. HCRS will also <br />recommend to the Secretary relative priorities in accordance with national <br />significance, for study of rivers added to Section 5(a) by Congressional <br />action not initiated by the Administration; encourage and assist States to <br />consider, in planning and implementation proposals, needs and opportunities <br />for establishing State and local wild, scenic, and recreation river areas, <br />pursuant to Section ll(a) of the Act. <br /> <br />1 - 29 <br />
