Guidance

General and specific program objectives, principles, and policies are established
to constrain overall program development. Planning assumptions and general standards
are provided and land use decision criteria are formulated to resolve conflicts
between activities on the same land areas. The program outlook guide is a moving
5-year projection of budget outlook and program items for priority attention.

Regional Analysis

Continuing or ad hoc special studies are done for individual industries,
supply situation, demands, trends in resource, etc. They would not be done
on any preconceived regional boundary, but the region used would be that most
helpful for the topic.

In many cases these are studies by a specific activity, designed for that
activity's needs, but also useful for multiple-use planning, timber allowable out
analyses, and utility corridor studies. In other cases, these might be accomplished
by other agencies with or without BLM participation such as the Nationwide Recreation
Plan, various river basin studies, and the Northern Great Plains Program. There
will be some need for special analyses accomplished specifically for use in preparing
management framework plans.

Unit Resource Analysis

This analysis included a comprehensive display of physical resource data and
an analysis Df current use, production, conditions and trends, potentials, and
oppDrtunities within a planning unit for seven resource classes--lands, minerals,
recreation, wildlife, forestry, range, and watershed. It also included a profile
of ecological values.

INTERIOR, DEPARTMENT OF
BUREAU OF MINES
WATER AND RELATED LAND RESOURCE PROGRAMS
IN THE MISSOURI RIVER BASIN

Cooperative work of the Bureau of Mines in the Missouri River Basin helps
meet complementary needs: (1) of the States and Nation for recovery of essential
minerals and fuels in a manner consistent with environmental considerations;
(2) of the construction agencies for planning data on mineral resources and
projected water requirements; and (3) of the mineral industries for domestic and
process water in adequate volume, of required quality, and at a reasonable price.
Specific functions include the following.

Mineral Land Appraisals

Field examinations are made to evaluate the mineral potential of lands
proposed for withdrawal from mineral entry including wilderness or primitive
areas; to ascertain the mineral resources in both Bureau of Reclamation and
Corps of Engineers reservoir sites; and to determine the minerals and their

1 - 24

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
