<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />11 'U. 1""" <br />ul ".,3 c'0 <br /> <br />INTERIOR, DEPARTMENT OF <br />BUREAU OF RECLAMATION <br />WATER AND RELATED LAND RESOURCE PROGRAMS <br />IN THE MISSOURI RIVER BASIN <br /> <br />Program <br /> <br />The attached information reflects the Bureau of Reclamation program from the <br />preauthorization study stage through feasibility investigations and construction. <br />Three program levels exist with each level dependent on successful conclusion of <br />the preceding level. The appraisal level study (preauthorization) is conducted <br />to determine promising alternatives and need for more detailed feasibility investi- <br />gations.Administrative or congressionally sponsored legislation is necessary <br />to authorize a feasibility investigation. The feasibility investigation develops a <br />detailed multipurpose plan that includes an evaluation of possible environmental <br />impacts and the economic and financial justification to the project. The feasibility <br />studies lead to project authorization for construction which allows preconstruction <br />advance planning studies (definite plan report) to start. Upon completion of the <br />definite plan report and receipt of funds, actual construction is initiated. <br /> <br />General Investigations <br /> <br />The general investigations program in shown as appraisal level and feasibility <br />level studies and reflects active or ongoing studies and new starts and resumptions. <br />Active or ongoing studies are in the FY 1979 administration budget. The resumptions <br />studies reflect studies which are authorized and have been funded in the past, but <br />deferred for various reasons, and the new starts for which funds have never been <br />appropriated. All fund requirements shown for FY 1979 and beyond indicate capa- <br />bility to accomplish all scheduled and assessment of when studies should be started <br />or resumed based on needs and local support. The dollar values do not reflect <br />budgetary requests. The tabulation is valid up to date of preparation and has <br />to be updated annually. <br /> <br />Construction <br /> <br />Authorization of projects for construction is followed by (preconstruction) <br />advance planning and preparation of a definite plan report. Upon completion of <br />the definite plan report appropriations of construction funds are requested <br />annually in accordance with the established schedule of construction. For those <br />projects underway, fund requirements for FY 1979 and beyond reflect the Bureau of <br />Reclamation's capability to perform the work in an efficient and timely manner. <br />These are not budget requests. For new starts, project and fund requirements <br />reflect projections of when the advance planning (preconstruction) studies will <br />be successfully completed. <br /> <br />1 - 23 <br />
