Resource Conservation and Recovery Act (PL 94-380), with the <br />following responsibilities: <br /> <br />a. Administer an extensive grant program to help states and <br />regional governmental agencies plan and carry out solid waste management <br />programs; <br /> <br />b. Set standards for handling of hazardous solid wastes, with <br />power to regulate and enforce; <br /> <br />c. Conduct research, development, and demonstration projects, <br />including special studies in handling sewage sludge, mining wastes, and other <br />materials. <br /> <br />4. The Toxic Substances Control Act of 1976 (PL 94-469), which gives <br />EPA authority to regulate the production and use of all chemicals harmful to <br />public health or to the environment. <br /> <br />5. National Environmental Policy Act (PL 91-190), on review of proposed <br />actions. <br /> <br />Several kinds of monitoring processes and activities exist within EPA. Some <br />are broadly based monitoring programs that determine whether-pollution levels <br />are increasing or decreasing.
