Above all. EPA <br />is a regulatory agency with responsibilities for establishment and enforce- <br />ment of environmental standards, as specified in statutes enacted by Congress. <br /> <br />EPA's action in water and related land resource programs is directed by <br />several separate acts including: <br /> <br />1. The Clean Water Act (PL 92-500 as amended by PL 95-217), with <br />the following major responsibilities: <br /> <br />a. Issuance of discharge permits for all pollutant discharges <br />into navigable waters by EPA or the state. if authority has been delegated; <br /> <br />b. Issuance of construction grants to aid municipalities in building <br />wastewater treatment plants; <br /> <br />c. Issuance of grants to assist in areawide and statewide management <br />planning efforts (Section 208) for municipal and industrial point source <br />discharges, urban stormwater. and rural nonpoint pollutant sources; <br /> <br />d. Issuance of operating grants to designated state agencies <br />responsible for water pollution control (Section 106); <br /> <br />e. Conduct of extensive research on all aspects of water pollution; <br /> <br />f. Provision of financial assistance to states to study and implement <br />methods to restore and enhance freshwater lakes (Section 314); <br /> <br />g. Control of oil and hazardous substances discharged to navigable waters <br />and mitigation of the damage. <br /> <br />2. The Safe Drinking Water Act (PL 93-523), with the following responsi- <br />bil ities: <br /> <br />a. Set minimum national drinking water regulations to ensure that <br />drinking water is safe; <br /> <br />b. Exercise enforcement authority over the regulations. unless authority <br />is delegated to a state; <br /> <br />c. Conduct research on the health aspects of drinking water; <br /> <br />d. Assure that water suppliers notify their users and the media <br />when the supply is in violation of the regulations. <br />
