ENVIRONMENTAL PROTECTION AGENCY
WATER AND RELATED LAND RESOURCE PROGRAMS
IN THE MISSOURI RIVER BASIN

EPA is charged with the basic mission of mounting an integrated,
coordinated attack on the environmental problems of air and water pollution.
solid waste management, pesticides. radiation, and noise. Above all. EPA
is a regulatory agency with responsibilities for establishment and enforce-
ment of environmental standards, as specified in statutes enacted by Congress.

EPA's action in water and related land resource programs is directed by
several separate acts including:

1. The Clean Water Act (PL 92-500 as amended by PL 95-217), with
the following major responsibilities:

a. Issuance of discharge permits for all pollutant discharges
into navigable waters by EPA or the state. if authority has been delegated;

b. Issuance of construction grants to aid municipalities in building
wastewater treatment plants;

c. Issuance of grants to assist in areawide and statewide management
planning efforts (Section 208) for municipal and industrial point source
discharges, urban stormwater. and rural nonpoint pollutant sources;

d. Issuance of operating grants to designated state agencies
responsible for water pollution control (Section 106);

e. Conduct of extensive research on all aspects of water pollution;

f. Provision of financial assistance to states to study and implement
methods to restore and enhance freshwater lakes (Section 314);

g. Control of oil and hazardous substances discharged to navigable waters
and mitigation of the damage.

2. The Safe Drinking Water Act (PL 93-523), with the following responsi-
bil ities:

a. Set minimum national drinking water regulations to ensure that
drinking water is safe;

b. Exercise enforcement authority over the regulations. unless authority
is delegated to a state;

c. Conduct research on the health aspects of drinking water;

d. Assure that water suppliers notify their users and the media
when the supply is in violation of the regulations.
