USDOE does, however, conduct assessments of the <br />impacts produced upon such resources by energy research facilities owned <br />by USDOE as well as the. impacts which would be produced locally and region- <br />ally by the eventual development of the mature energy technologies which may <br />result from energy research and related facilities in a State or region. <br /> <br />USDOE has the responsibility for ensuring that its facilities are <br />operationally in compliance with existing standards for environmental and <br />community protection. Conversely, USDOE also examines the constraints po- <br />tentially imposed upon energy development by the available resources and the <br />carrying capacity of the environment. In general, the assessments include <br />broad examinations of the human health, environmental, socioeconomic, and <br />cultural impacts and are conducted primarily by USDOE's national laborator- <br />ies with the assistance of private R&D firms and the local academic commu- <br />nity. <br /> <br />The Western Area Power Administration (WAPA) an agency within the De- <br />partment of Energy has the mission of marketing. power and energy generated <br />at Federal projects in 15 western states to wholesale customers. <br /> <br />Close liaison is.maintained with State, regional, and Federal bodies to <br />ensure that resource and impact problems of priority interest are examined <br />and related to policy decisions required. In addition to the assessment <br />studies, USDOE also maintains an active research program to examine basic <br />environmental and health effects including studies of air and water quality; <br />pollutant release and transport; pollutant and development impacts upon <br />ecosystems, health, and esthetics; reclamation of developed land; establish- <br />ing of pertinent data bases; and transfer of information to interested govern- <br />ment bodies, public interest groups, and the general public. <br /> <br />ENERGY, DEPARTMENT OF <br />FEDERAL ENERGY REGULATORY COMMISSION <br />CHICAGO REGIONAL OFFICE <br />WATER AND RELATED LAND RESOURCE PROGRAMS <br />IN THE MISSOURI RIVER BASIN <br /> <br />The Federal Energy Regulatory Commission (FERC) Chicago Regional Office <br />(CRO) does not originate water and related land resources projects or programs <br />in the usual sense. FERC activities in that regard are chiefly in terms of <br />reaction to such projects or programs as proposed by one of the action agencies <br />such as the Corps of Engineers, the Bureau of Reclamation, or by an applicant <br />for preliminary permit or license under the Federal Power Act. Activities, <br />therefore, are not specifically scheduled in advance. The FERC/CRO serves as <br />a review consultant on Federal projects and the review authority over licensing <br />actions. Budget estimates are based on past experience, in part, plus a know- <br />ledge of activities required in connection with ongoing or definitely pro- <br />posed projects or programs such as membership on the MRBC. <br /> <br />1 - 13 <br />
