The implementa- <br />tion of these proposals will re~uire amendments to existing contractual <br />arrangements between the United States and the District. <br /> <br />Proposals associated with the lining of a 49-mile reach of the <br />Coachella Canal and its operation and maintenance will re~uire (1) the <br />negotiation of a repayment contract by the United States with the <br />Coachella Valley County Water District for costs associated with the <br />canal lining and (2) the modification of existing contracts between the <br />United States and the Coachella Valley County Water District and the <br />Dnperial Irrigation District. <br /> <br />It is anticipated that contract modifications will transfer <br />operation and maintenance responsibility for the 49-mile reach of <br />Coachella Canal from the Imperial Irrigation District to the Coachella <br />Valley County Water District. <br /> <br />VIII. CONSTRUCTION SCHEDULE <br /> <br />A control schedule has been prepared to cover the major components <br />of this Project, and is attached as part of this Executive Summary. COST SUMMARY <br /> <br />Because the purpose of this Project is to fulfill obligations <br />contained in the international agreement between the United states and <br />Mexico, the costs are presented as nonreilllbursable Il8.tional obligations. <br /> <br />Economic, social, and political considerations center on enhancing <br />interll8.tional comity with the United Mexican States. Since it is <br />impracticable to assess the full beneficial impact of improved ~uality <br />of water, and since the social and political considerations are outside <br />the realm of normal economic efficiency analysis, no attempt is made <br />to ~uantify benefits in monetary terms. <br /> <br />The total installation or construction cost of the Desalting <br />Complex is estimated at $98,050,000.
