.

.

l'V
o
CJl
w

.

.

.

.

.

.

.

.

.

issued by the Secretary of the Interior preclude issuance of right-of-way
for such purposes. The remaining 4,200 acres of private land are located
adjacent to the Coachella Canal and are capable of receiving vater from
the District. Only about 400 acres are currently developed and irrigated
from the canal. It is anticipated that at least the 3,800 acres of undevel-
oped private lands will be purchased, thus relieving the Imperial Irrigation
District of the responsibility of serving these lands.

Right-of-way for the existing canal will be used where possible.
About 1,020 acres of additional right-of-way will be required, of which
100 acres are patented lands and 920 acres are withdrawn public lands.

The total estiJnated installation cost of lining the Coachella Canal
is $21,450,000, including costs for right-of-way purchase, purchase of
undeveloped private land on Imperial East Mesa, and all other project
features.

The Bureau of Reclamation would construct the required facilities,
with the United States responsible for a proportionate share of the
capital cost based on the time period in which the United States would
use the water to replace bypassed Wellton-Mohawk drainage.

Operation, maintenance, and replacement costs will be assumed by the
Coachella Valley County Water District.

VI. PROJECT ACCOMPLISHMENTS

The Desalting Complex will deliver to Mexico, as part of the
1,360,000 acre-feet delivered annually at the Northerly International
Boundary, 132,000 acre-feet of water of about the same salinity as
waters arriving at Imperial Dam. The effect will be to assure that
_ters delivered to Mexico upstream from Morelos Dam will have an
average annual salinity no more than 115 ppm + 30 ppm TDS over the
average annual salinity of Colorado River waters which arrive at
Imperial Dam.

For conditions assumed at the time the desalting plant begins
operation, the Desalting Complex will remove about 560,000 tons of
salt annually from the Lower Colorado River System.

VII. LEGAL A1ID INSTITUTIONAL REQUIREMENTS

The implementation of measures embodied in the Colorado River
International Salinity Control Project will require legislation to be
enacted by the United States and a series of actions involving the
Wellton-Moha'O\\. Irrigation and Drainage District, the Coachella Valley
County Water District, and the Imperial Irrigation District.

16
