This 1961 tonnage is presently running about 200,000 tons ahead of 1960. <br />While there inevitably are some differences of viewpoint from time to <br />time in various sections of the Basin, the fact is that all phases of the <br />Basin program have been generally conducted quite harmoniously over the 17 <br />years since the basinwide program Imo\'ln as the "Pick-Sloan Plan" was authorized. <br />The Missouri Basin Inter-Agency ComIlli ttee has contributed iU1Portantly to this <br />cooperative atmosphere. The State and Federal agencies are worlcing together <br />effectively and cooperatively to resolve problems and differences as they arise <br />in a healthy, democratic manner. <br />A speciaJ. Coordinating ColInni ttee of officials representing the Governors <br />of all ten of the Basin States and the eight interested Federal agencies is <br />providing sound guidance to the Corps of Engineers in the management of the <br />main stem reservoirs to insure equitable water service to all authorized func- <br />tions and areas. Its recommendations on annual operating plans for the main <br />stem reservoirs have been accepted and placed into operation by the Corps of <br />Engineers each year since the Committee was set up in 1954. <br />This Committee each year carefully weighs the Basin requirements for water <br />services from the main stem system, the water storage available in the reser- <br />voirs, and the outlook for water supply in the year ahead. It gives careful <br />consideration to the requirements for flood control, irrigation, navigation, <br />hydro power, and other multiple-purpose functions assigned to these projects. <br />For example, just recently, on June 1, 1961, this Committee met in Omaha <br />and unanimously agreed on the length of the navigation season to be provided <br />on the /ldssouri River in 1961. This was an important current consideration <br />because of the prospects for another quite subnormal water runoff year in the <br />upper Basin and the need for equitable use of the available supply.
