<br />. <br /> <br />. <br /> <br />Ogden provided the Steering Committee with a "Conservation Strategy Report" in May of <br />1999. The report designated 22 conservation opportunity areas and provided the basis for a more <br />detailed analysis that could provide actual development of conservation actions for each area including <br />water needs and restoration costs. The Steering Committee established a small group, headed by <br />Mr. Chris Harris from the Arizona Department of Water Resources, to develop a detailed analysis of <br />the 22 conservation opportunity areas. The Steering Committee also allocated up to $50,000 from the <br />"Ogden Contingency Fund" to provide financial resources if needed. A draft of the analysis report <br />is expected to be available about November I, 1999. Information from the report will be available <br />for developing the overall program implementation budget. <br /> <br />The Steering Committee considered a recommendation from the Implementation <br />Subcommittee to increase awareness for the LCR MSCP in Washington D.C. Funding from Congress <br />and support from the Department of Interior are crucial to successfully implementing the <br />Multi-Species Conservation Program. The Steering Committee approved the expenditure of up to <br />$20,000 to obtain enhanced funding and financial support for the program and to increase <br />Washington's awareness ofthe LCR MSCP. <br /> <br />At last month's Board meeting, Mr. Worthley stated that the Steering Committee would <br />examine alternatives for restructuring the organization to achieve more efficiency in the decision <br />making process associated with the development of the Plan and associated documents. The Steering <br />Committee received a "white paper" and a recommendation from the program facilitation team to <br />achieve a more efficient process. The proposed restructuring would have the Steering Committee <br />become more active both in an oversight role and in considering and providing guidance or action <br />regarding subcommittee recommendations. As for the LCR MSCP Work Group, it would only <br />provide technical assistance on an as needed basis. The Program Subcommittee would retain a strong <br />role in providing program direction to the subcommittees as well as provide management advice and <br />recommendations directly to the Steering Committee. The various subcommittees will coordinate <br />their activities through the Program Subcommittee. The Steering Committee, rather than the Work <br />Group, would assign specific tasks, schedules and expectations for products. Also, Steering <br />Committee members would be expected to serve on and participate in subcommittee deliberations, <br />when possible. Overall, the restructuring would probably necessitate holding additional Steering <br />Committee meetings and fewer Work Group meetings. The Steering Committee will take action on <br />the recommended restructuring at its next meeting, September 23, 1999. <br /> <br />WESTERN WATER PLANNING <br /> <br />Glen Canvon Adaotive Management <br /> <br />Neither the Glen Canyon Dam Adaptive Management Work Group nor the Technical Work <br />Group met in August. I met with a small Committee on August 271h to develop and rewrite goals and <br />objectives for the program. The committee successfully completed a first draft of its assignment. <br /> <br />The Glen Canyon Technical Work Group (TWG) has scheduled a two day open public meeting <br />in Phoenix, Arizona, to discuss administrative issues, environmental compliance issues, the fiscal year <br /> <br />4 <br />
