Written comments will be received through <br />September27,1999. <br /> <br />Basin Statesffribes Discussion <br /> <br />As reported last month, the seven Colorado River Basin states will hold a dinner meeting in <br />Keystone, Colorado, on September 16, 1999. The purpose of the meeting will be to briefly discuss <br />the status of the Board's development of its 4.4 Plan. <br /> <br />As the Board members are aware, the discussions related to development of the 4.4 Plan since <br />the August Board meeting have focused on the "administration of the third priority" held by the <br />agricultural agencies. Those discussions have been among the CVWD, lID, MWD, Mr. David Hayes <br />of the Department of the Interior, and Mr. Tom Hannigan of the Department of Water Resources. <br />Several meetings and conference calls among the parties have been held since the last Board meeting. <br />A report on the status of the negotiations will be received at the Board meeting. <br /> <br />Colorado River Endanl!ered SDecies <br /> <br />The Lower Colorado River Multi-Species Conservation Program (LCRMSCP) Steering <br />Committee met on August 26, 1999, in Las Vegas, Nevada. Reclamation provided a summary of the <br />comments it received at the public scoping meetings held last June and July. A copy of Reclamation 's <br />report will be provided at the Board meeting. <br /> <br />As you recall, Mr. Worthley stated at last month's Board meeting that several of the Indian <br />Tribes within the LCR MSCP study areas were being consulted regarding possible programs, projects, <br />or opportunities for conservation within their reservation boundaries. Mr. Worthley is currently at a <br />follow-up meeting with the Cocopah Tribe. <br /> <br />At last month's meeting, Mr. Worthley stated that the LCR MSCP Plan Development schedule <br />may be falling one to two months behind schedule. Several Steering Committee representatives met <br />with the Plan Development Contractor, Ogden, on August 10'. and 11th to discuss the schedule and <br />attempt to rearrange activities and responsibilities in order to meet the completion target date of <br />December 2000. The schedule is very ambitious and may be difficult to attain. <br /> <br />Reclamation is compiling a list of the projects (covered projects list) for which the program <br />will seek coverage. A draft of the covered projects list will be provided to the Steering Committee <br />partners by September 10, 1999. Reclamation has requested comments on the draft covered project <br />list by September 30, 1999. <br /> <br />The list of covered species is being revised and expanded, and is expected to be available by <br />September 10, 1999. The list will be provided to Ogden to develop habitat protection <br />recommendations, provide take analysis, and recommendations for incidental take authorization from <br />the U.S. Fish and Wildlife Service under the Endangered Species Act. <br /> <br />3 <br />
