The TWG was formed as a subcommittee of the Glen <br />Canyon Adaptive Management Work Group (AMWG). <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Program <br /> <br />Reclamation's Basinwide Salinity Control Program <br /> <br />Over the past two months, I have been reporting on the progress of legislation (S. 1211 & <br />H.R. 2619) to increase the ceiling limit of Reclamation's Basinwide Salinity Control Program from <br />$75 million to $175 million. Included in the Board Folder is a copy of the Board's August 10, 1999 <br />letter to California's Representatives, as well as MWD's August 10, 1999 letter. both requesting <br />support ofH.R. 2619. A copy ofH.R. 2619 is included in the Board folder. <br /> <br />Congress will reconvene on September 8, 1999 following its vacation. I understand that the <br />Senate Energy and Natural Resources Committee's first order of business will be to mark up S. 1211. <br />To date, there are three cosponsors of the bill. They are Senators Feinstein (CA), Kyl (AZ), and Allard <br />(CO). Included in the Board folder is a copy of the Forum's testimony, dated July 28,1999, made <br />before the Water and Power Subcommittee of the Senate Energy and Natural Resources Committee <br />in Support of S. 1211. <br /> <br />Public Meetings on the 1999 Triennial Review Report <br /> <br />On August 23,d, the Colorado River Basin States Salinity Control Forum held a public meeting <br />in Los Angeles, and on August 24'", held one in Lyman, Wyoming, to receive comments on its 1999 <br />Triennial Review Report. Both meetings were well attended. At the Los Angeles meeting, 32 people <br />were in attendance, of which 19 were from the public. In Lyman, Wyoming, there were 54 in <br />attendance, of which 33 were from the public. There was a consistent message of support for the <br />salinity control program, with many speakers urging that the salinity control program be accelerated. <br />At the Los Angeles meeting, written comments were provided by the Metropolitan Water District, the <br />California Regional Water Quality Control Board-Colorado River Basin Region, San Diego County <br />Water Authority, Mr. Harold Ball, California Water Commission, Water Reuse Association of <br />California, Upper Colorado River Commission, and the Water and Power Associates of Los Angeles. <br />A supplemental report will be prepared to document the comments received and incorporate the <br />Forum's response to certain specific issues that were presented.
