<br />In February 11)71, Officials frolll the District; the
<br />FOlll" Corners Region..j Commission, of the Economic
<br />Development Administration; and the U. S. Bureau
<br />of Hcdnlllution, entered into an agreement whereby
<br />they would contract with World Wide Engineering
<br />Finn of mack and Veatch, 10 do an Economic Feasi-
<br />bility find PrcEngineerillg Study of the Proposed Mu-
<br />nicipal - Industrial Pipeline between Pueblo and La-
<br />mar, Colorado. A previous study was done in 1968 as
<br />a part of a study for the Pueblo Board of Water Works,
<br />for a Trealment Plant at Pueblo. and it was the feel-
<br />ing of members of the Board of .Directors of the Dis-
<br />trict, and other Agencies, that the data must be up.
<br />dated in order that the Pipeline might be constructed
<br />before Agencies of the United States and Coloradu im-
<br />pose Public Heailh and other restrictions, and thus
<br />require expensive and duplicate Water and Sewer
<br />Treatment Plants.
<br />
<br />A contract was enlered into in July 1971, to be
<br />completed within one year~ and during the course of
<br />that period, representatives frolll the Engineering Firm
<br />were to met with officials from the individual Cities,
<br />Towns, Water User Associations und Metropolitan
<br />Water Districts, to obtain Official data on existing
<br />water supply, existing use, projected water supply
<br />and projected water use through the year of 2020.
<br />Such data would be invaluable to the Agencies for
<br />their long-range planning. and would be made an
<br />integral part of the long-range study.

<br />INCLUSION OF McCULLOCH PROPERTIES, INC.
<br />IN DISTRICT
<br />
<br />On February 5, 1971, the Honorable William L.
<br />Gobin,Water Judge, Division No.2, heard a Petition
<br />from the Board of Directors of the Southeastern Colo-
<br />rado Water Conservancy District and Officials from
<br />the McCulloch Properties, Inc., developers of "Pueblo
<br />West"~ asking that 30,061 acres of McCulloch owned
<br />property be annexed to the District. The Petition
<br />was the result of many months of negotiations between
<br />Officials from McCulloc11 and the Board of Directors,
<br />and was authorized by the Board on November 12,
<br />1970, when they adopted a Resolution stipulating they
<br />would accept the Petition of McCulloch Properties, Inc.
<br />only under three conditions. The first provided that
<br />as long as the Fryingpan-Arkansas Project remains in
<br />it!:l existing state, Pueblo West will not be eligible to
<br />purchase Project water until after all other eligible
<br />purchasers have been satisfied, but that Pueblo West
<br />could rent space in Pueblo Reservoir for such other
<br />waters they may acquire. The second required that
<br />McCulloch Properties, Inc. pa}' $10.000 in lieu of taxes
<br />which they otherwise would have paid, had they been
<br />in the Distr,ict since it was created in 1958, plus interest.

<br />The third stipulates that if the Fryingpan-Arkansas
<br />Project is altered or enlarged, McCulloch Properties.
<br />Inc. will be eligible to participate as do all other eli~
<br />gible beneficiaries within the District. The Secretary
<br />of Interior approved the Petition of the District and
<br />McCulloch Properties, Inc. on March 26, and on April
<br />22 the Honorable William Gobin confirmed the action
<br />of his Court on February 5, based upon the approval
<br />of the Secretary of Interior and the payment of the
<br />$10,000.

<br />OFFICIAL WATER MEETINGS
<br />
<br />As a result of Federal, State and Local Legisla-
<br />tion involving water matters, it becomes increasingly
<br />important that the Southeastern Colorado Water Con-
<br />!:lervancy District participate actively before Govern-
<br />mental and Regulatory Bodies, as well as with Official
<br />Water Organizations, whether they be Local, State,
<br />Basinwide or National Laws, Compacts, International
<br />Agreements and Research Programs all affect the
<br />total operation of the Southeastern Colorado Water
<br />Conservancy District, as required under Colorado
<br />Law, and as a result of this, the members of the Board
<br />of Directors have continuously been active in Official
<br />Water Organizations. As mentioned previously in this
<br />report, District representatives have testified before
<br />the Congress in behalf of appropriations, and the Colo-
<br />rado General Assembly in behalf of updated Water
<br />Law. Similarly, Officials participate actively in Water
<br />Organizations such as: Water Resources Congress,
<br />National Water Resources Association, Colorado Ri-
<br />ver Water Users Association, Four States Irrigation
<br />Council, Arkansas River Basin Interstate Committee,
<br />Arkansas Basin Development Association, Colora-
<br />do Water Congress. Colorado Water Conservatio,n'
<br />'Board. Fry-Ark Operating Principles Committee,
<br />Colorado River Advisory Committee~ Arkansas Ri-
<br />ver Compact Administration and others.
<br />
<br />During the year, the General Manager was auth-
<br />orized to represent the District at the Dedication of the
<br />Port of Catoosa, in Tulsa, Oklahoma, and the Dedica.
<br />tion oC the McClellan-Kerr Waterway by President
<br />Richard M. Nixon. This Waterway links the Port oC
<br />Catoosa with the Gulf uf Mexico by way of the Miss-
<br />issippi River.
<br />
<br />When Officials from the District participate in
<br />such meetings, they are obligated to report to the
<br />Board at the next regular meeting~ and return such
<br />printed information as is available, in order that it
<br />might be summarized and distributed widely through-
<br />out the District for the inCormation of interested per.
<br />sons.
