<br />In 1967, the Board of Directors authorized the
<br />printing of a series of Brochures to explain the legal
<br />aspects of the District, the Operating Principles of
<br />lhe Fryingpan.Arkansas Project, the Contract with
<br />the United States Government for repayment of the
<br />reirnburseable portion of the Fry-Ark, Water Laws
<br />and decrees on the Arkansas Ri\'er, a description of the
<br />U. S. Geological Survey Analog Computer Program,
<br />a Dictionary of water terms, and a Brochure describ.
<br />ing the Fryingpan-Arkansas Project. In 1971, they
<br />authorized the printing of the 8th Brochure in the serA
<br />ies, entitled "Suggested Program for Winter Water
<br />Storage, FT~ngpan.Arkansas Project", which ex.
<br />plains the Winter Storage phase of the Project, which
<br />was discussed with representatives from the Boards
<br />of Directors of the eligible Ditch and Canal Compan.

<br />having stock in those Ditch Companies, in order thai
<br />a cooperative program can be agreed upon prior to
<br />the time Pueblo Dam is ready to store the Winter
<br />Waters.

<br />The 1070 Annual Report was also prepared 81lU
<br />distributed widely, in order that citizens within the
<br />District, and persons whoare members of other Water
<br />Organizations, might be aware of the activities of the
<br />District during 1970.

<br />BUDGET AND AUDIT
<br />
<br />LEGISLA TIVE

<br />In accordance with Colorado State Statutes. 011
<br />July 15, 1971, the Board of Direetors appointed Treas-
<br />urer James G. Shoun to serve as Budget Officer for
<br />the year 1972, and on August 19, a preliminary Bud-
<br />get was approved by the Board of Directors. Official
<br />Notice was sent newspapers of general circulation
<br />within the nine Counties. advertising that a Formal
<br />Public Hearing on the Proposed Budget would be held
<br />at the District Offices September 16, at 1 :30 p.m. On
<br />that date, and at that time, a Public Hearing was held,
<br />and there being no protests to the Proposed Budget,
<br />it was adopted by the Board. The Budget previously
<br />had been scrutinized under recently revised Colorado
<br />Tax Statutes by the Department of Local Affairs, and
<br />approved.
<br />
<br />During the year, the Board of Directors also
<br />changed the Audit procedure, and eliminated the
<br />Monthly Recapitulation of the books by the Certified
<br />Public Accounting Firm of McDonald, Halbig and As-
<br />sociates, and authorized Semi.Annual Audits. An Audit
<br />of the first six months was completed in July, and ap-
<br />proved by the Board of Directors and made a part of
<br />the Records. A portion of the audit for the year is
<br />a part of this Annual Report.
