Restrictions on' Water Resources Projects

(t.) fPC not to issue license for projects on or
directly affecting river included in system. No
Federal agency to assist by loan, grant, license,
or otherwise, any water resources project having
direct and adverse effects. Projects outside area
Bubject to "reasonable" effects.

(b) No Federal water resources project construction per-
mitted that would have a direct and adverse effect.
(i) Moratorium lasts for 5 years (until Oct. 2, 1973)
(ii) Additional 3 years for congress and additional
1 year for Secretary on a recommended river.
No n.S. Agency will recommend authorization or v'
re~ucst appropriations during the 5 year (+3 year)
moratorium without Sf") adviSing Secretary 60 days
in advance and notifying Congress at time of
request. Projects outside river area having no
effect on the area not affected.
