Suoh over-deliveries to Caddoa Reservoir, it was said, were being <br /> <br /> <br />used at times e.nd in part to provide the releases frem storage as request- <br /> <br /> <br />ed by Kansas water offioials, and to overcome the losses of water inci- <br /> <br /> <br />dent to the storage of supplies reserved for Kansas and the delivery there- <br /> <br /> <br />of to the place of measurement at the Stateline. <br /> <br /> <br />The Knapp Plan gives no oonsideration to suoh losses of water <br /> <br /> <br />at Caddoa Reservoir. It is not here contended that, under the provisions <br /> <br /> <br />of the 1933 Stipulation and for the 1943 irrigation season, such losses <br /> <br /> <br />should be taken into aooount, although in future seasons and in connec- <br /> <br /> <br />tion with surplus carryover storage, suoh losses may require oonsidera- <br /> <br /> <br />tion. It is applrent, however, since the Knapp Plan attempts to segre- <br /> <br /> <br />gate stored vater from river supplies and to define the anticipated <br /> <br /> <br />1943 surplus in tanns of storage in Caddoa Reservoir, suoh losses should <br /> <br /> <br />have been taken into acoount. That is to say. sinoe the portion deliver- <br /> <br /> <br />ed to Kansas was measured at the stateline, the oharges for antioipated <br /> <br /> <br />surplus de liveries to Kansas should have been inoreased by the amounts <br /> <br /> <br />lost in storage and oonveyanoe to that point; and sinoe the portion used <br /> <br /> <br />by Colorado vas oalculated as exoess upstream diversions, the oharges <br /> <br /> <br />against COlorado should have been diminished by the losses enoountered <br /> <br /> <br />in oonveyanoe to Caddoa Reservoir, - to the end that both quantities <br /> <br /> <br />might be evalua.ted in tenns of storage in Caddoa Reservoir. <br /> <br /> <br />With respeot to a4ministration of the Arkansas River and <br />
