Colorado. Utah and <br /> <br />Wyoming that: <br /> <br />1) a salinity policy be adopted for the Colorado <br /> <br />River system that would have as its objective the maintenance <br /> <br />of salinity concentrations at or below levels presently found <br /> <br />in the lower main stem; <br /> <br />2) in implementing the salinity policy objective <br /> <br />for the Colorado River system the salinity problem be treated <br /> <br />as a basinwide problem that needs to be solved to maintain <br /> <br />Lower Basin water salinity at or below present levels while <br /> <br />the Wpper Basin continues to develop its compact-apportioned <br /> <br />water, recognizing that salinity levels may rise until control <br /> <br />measures are made effective; <br /> <br />3) to guard against any rise in salinity the <br /> <br />Congress and the administration be urged to accelerate the <br /> <br />entire salinity control program and, in particular, to augment <br /> <br />the F.Y. 1973 budgeted amount of $1,005,000; and <br /> <br />4) the Bureau of Reclamation have the primary <br />
