<br />. <br /> <br />. <br /> <br />managers will meet following the June Board meeting to begin to discuss these questions as well as <br />to further discuss other aspects of the draft 4.4 Plan. <br /> <br />Enclosed in the Board folder is a copy of the Third Quarterly Progress Report that was <br />transmitted to the Policy and Fiscal Committees of the legislature detailing the status and progress <br />of California's efforts in developing its 4.4 Plan to live within its Colorado River apportionment. <br />This Report is required by the legislature pursuant to the Supplemental Report of the 1997 Budget <br />Act for 1997-98 Fiscal Year. This report describes the progress that has occurred since January <br />1998. <br /> <br />Colorado River Endanl!ered Fish Soecies <br /> <br />The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) Work Group <br />met on May 21, 1998 in Las Vegas, Nevada. The plan development, facilitation, and funding <br />contractors continue to make progress toward developing the conservation plan. However, in order <br />to expedite the process and have the plan completed by December of 2000, the Work Group has <br />established several subcommittees to expedite the contractors' work. The subcommittees and their <br />tasked areas are: <br /> <br />Program development and overview (Insure timely response to all tasks) <br />Hydrologic modeling (Identify water requirements or limitations) <br />Funding and finance (Develop short and long-tenn funding needs and opportunities) <br />Biology (prioritize species list being considered) <br />Project list (Determine types of river operations and projects covered by the plan) <br />Implementation (Establish implementation programs and responsibilities) <br />Peer Review (Assure program Methodology is scientifically acceptable) <br />Outreach (Assure stakeholder involvement) <br /> <br />Each Subcommittee will be responsible for insuring that their respective tasks or programs <br />are completed on time. This Subcommittee structure will be presented to the LCR MSCP Steering <br />Committee for its consideration and concurrence at the June 25th Steering Committee meeting. In <br />the meantime, the Subcommittees have been meeting regularly and will have additional information <br />available for the Steering Committee's consideration. <br /> <br />There are also sevel'l'J additional environmental activities concerning the Lower Colorado <br />River that should be brought to your attention. With regard to the Southwestern Willow Flycatcher <br />(SWWF), the U.S. Fish and Wildlife Service (Service) has established a Southwestern Willow <br />Flycatcher Recovery and Implementation Advisory Team for Nevada, Southern Utah, and the Lower <br />Colorado River (LCR). The committee will be composed ofLCR "Managers" from both the public <br />and private sectors. The Service has also established a technical team ofSWWF experts. The overall <br />goal of the program is to develop a SWWF recovery plan during the coming year. The LCR MSCP <br />Steering Committee is on the Recovery Implementation Team and expects to have a major role in <br />recovery implementation programs. The first meeting of the team was held June 3, 1998. Messes. <br />Worthley and Davisson and several other members of the LCR MSCP Steering Committee attended <br />that meeting.
