<br />OU22~5 <br /> <br />. <br /> <br />. <br /> <br />With regard to Riverware and the on-going computer modeling studies that are occurring, <br />Mr. William Elder of the Board's staff attended a meeting of the User Involvement Group (UIG), <br />in Las Vegas, Nevada, on May 14, 1998. The VIG is made up of technical representatives from the <br />Basin slates and other interested parties. Its original purpose was to monitor Reclamation's <br />conversion of CRSS from Fortran coding to PRSYM software. The PRSYM software that <br />Reclamation now uses is called Riverware (RW). The UIG has now become a subcommittee of the <br />Colorado River Management Work Group - the group that prepares the Annual Operating Plan <br />(AOP) - and serves at the Work Group's pleasure. Among the items discussed were data entry for <br />CRSS-RW through the use of an Excel spreadsheet, coordination ofCRSS-RW data input/output <br />with CRSSez input/output, and "Baseline" Riverware rules for CRSS-R W. Beside being available <br />to model monthly AOP scenarios, CRSS-RW can be and is being used in the Glen Canyon Study <br />and by the Salinity Control Forum for its Triennial Review. Other applications for CRSS-RW may <br />be forthcoming. CRSS-RW is a monthly model, whereas CRSSez is a simplified annual model. <br /> <br />Rel!Ulations for Administrating Entitlements <br />in the Lower Colorado River Basin <br /> <br />There has been no discussion with, or comment from Reclamation, concerning the 48 <br />comment letters it has received on the draft regulations for offstrearn storage since the April 3, 1998 <br />deadline. <br /> <br />Basin Statesffribes Discussion <br /> <br />Although, the December 17, 1997, draft of the Colorado River Board's 4.4 Plan, has not been <br />revised, progress has been achieved in addressing individual elements of the Plan. Dave Kennedy <br />is continuing to meet with representatives from the San Diego County Water Authority (SDCW A) <br />and MWD to address the wheeling issue; he and Department of the Interior representatives are <br />discussing with lID and CVWD how to address the agricultural agencies entitlements within the <br />third priority; and Reclamation and State Water Resources Control Board representatives are meeting <br />to determine how they can jointly carry out their respective regulatory responsibilities with respect <br />to reasonable beneficial consumptive use. Also, individual agencies are continuing to meet among <br />themselves to further flush-out individual firm water transfers as well as water enhancement and <br />banking programs, which have been or can be included within the Plan. <br /> <br />The California Technical Committee (CTC), at the request of the agency managers, has again <br />begun to meet to discuss current CRSSez modeling techniques for California's 4.4 Plan as well as <br />the capabilities of CRSSez. At the request of the Board staff, Reclamation has made several <br />modifications to the CRSSez model to allow it to better model the 4,4 Plan. A meeting was held on <br />Friday, May 22, 1998, at the Board's office in Glendale, California, to review the results from <br />various modeling runs of the 4.4 Plan. Because of the interest to better understand CRSSez a second <br />meeting was held on June 4th to discuss the inner workings of the model. <br /> <br />Before further modeling is undertaken by the CTC, several questions need to be addressed <br />by the agency managers. These include questions regarding the surplus and shortage criteria to be <br />used, the timing for firm water transfers, the banking schedules for each of the states, and schedules <br />for non-firm water transfers, as well as the schedule for the two phases of the Plan, The agency <br /> <br />3 <br />
