<br />ANNUAL REPORT FOR 1965 <br /> <br />A 10,000 aJ. pool behind the dam means raising the (Dam gates) <br />or water barrier approximately 24 feet according to the 1962 capacity <br />table and no doubt will be more after the new iables are made iaking <br />into consideration sediment deposits of 1965. <br /> <br />Raising the waler iable above the dam ouUet 24 feet will create <br />higher water table above, and affect the river now when the Reservoir <br />is declared empty. <br /> <br />Pressure to create this Cish pool is most evident when water <br />is plentiful and enthusiasm is high along with the height of waler, but <br />the fact remains that the Arkansas is over appropriated and that water <br />is hard to procure and valuable to keep. It is hoped that someone in <br />official capacity will make a study of the fish propagation possibilities <br />in this shallow reservoir of 1700 or more acres, when they must create <br />and maintain the reservoir, and try to deliver the irrigation water <br />without loss to appropriators. <br /> <br />The 1965 Legislator passed H. B. 1066 to control pumping of <br />underground water in close proximity of the river channel and gave <br />the State Engineer power to control drilling of wells and promiscuous <br />pumpIng. Legislative hearings have been held in which considerable <br />opposition to the law has been expressed, but there will be no attempt <br />to amend until next year, and that will give the State Engineer a chance <br />to demonstrate enforcement practices. <br /> <br />The change in weather and the plentiful supply of irrigation <br />water after the floods relieved the gravity of this situation, but if \\e <br />have a dry or even normal season the State Engineer will undoubtedly <br />be called upon to draft regulations affecting this operation and enforce <br />restrictions where earlier appropriators are affected. <br /> <br />Information is being gathered regularly on the underground water <br />table as it is affected by river now, and on the movement or underground <br />water in river basin. <br /> <br />A plentiful supply of waler is assured for 1966. With the Conserv- <br />ation capacity tilled in John Martin Reservoir, any reasonable river <br />"in flow" should leave a carryover into 1967. <br /> <br />Our Superintendent's report shows the receipt and distribution of <br />water during the year, also the 'OOrk that needs to be done this season. <br /> <br />The report of our Secretary shows in detail cash receipts and <br />disbursements. Also the budget preo <br />disbursements.
