<br />EXHIBIT <br /> <br />'D' <br /> <br />ClIAP'rER II <br /> <br />I' " " <br />L' '-' '." _,,__,:,j '-.~, \," <br />PLAN OF DEVELOPMENT <br /> <br />A project drainage system is tentatively planned for 3,600 acres <br /> <br />on Log Hill Mesa. This system would include improved natural drainage <br /> <br />channels and new subsurface interceptor drains to protect low-lying lands. <br /> <br />Some farm drains may be required for the removal of excess surface water <br /> <br />on both Log Hill Mesa and in the river ,valley areas. The cost of these <br /> <br />drains would be within the farm development costs estimated in Chapter VII. <br /> <br />Farmers on drainage-deficient land may choose either to accept lower <br /> <br />productivity without drainage or to make an expenditure for drains in <br /> <br />order to obtain higher productivity. <br /> <br />Recreation and fish and wildlife development <br /> <br />As further discussed in Chapter VI, specific facilities would be <br /> <br />provided for recreation and various measures would be undertaken to <br /> <br />mitigate losses to wildlife so far as possible and to mitigate losses <br /> <br />and further enhaRce values for fish. For recreation basic facilities <br /> <br />would be provided at each of the three project reservoirs and land for <br /> <br />recreation would be acquired at the Ridgway and Dallas Divide sites. <br /> <br />Certain minimum flows for "fish would be maintained in the Uncompahgre <br /> <br />River, on the East and West Forks of Da,llas Creek, and on Cow Creek. <br /> <br />Measures for fish and wildlife also would include acquisition of public <br /> <br />access easements along the Uncompahgre River, construction of a trout <br /> <br />lake in the headwater area of Cow Creek, control of nongame fish in <br /> <br />streams tributary to Ridgway Reservoir, and acquisition of lands for <br /> <br />development as a game management area. <br /> <br />, , <br />, <br />
