<br />I. <br />, <br /> <br />EXHIBIT tD' <br /> <br />CHA.P1:ER II <br /> <br />PREUMrNARY <br />PLAN OF DEVELOPMENT <br /> <br />to lift irrigation water to Log Hill Mesa, a. high bench land west of <br /> <br />the Uncompahgre River and north of Dallas Creek. The municipal and <br /> <br />industrial water supply would be made available to the Tri-County Water <br /> <br />Conservancy District on the Uncompahgre River just below the pumping <br /> <br />plant and the district would be responsible fbr treatment of the water <br /> <br />supply and delivery to the water users. Locations of project work. are <br /> <br />.hown on the map on the following page. <br /> <br />llidgway Reservoir <br /> <br />Ridgway Reservoir would be formed by a dam on the Uncompahgre River <br /> <br />and a dike on Dallas Creek with each structure located about 1 1/2 mile. <br /> <br />above the junction of the two streams. A high ridge which separates <br /> <br />the streams at the structure sites recedes'in elevation below the planned <br /> <br />water surface elevation as it projects back in the reservoir basin. <br /> <br />The reservoir would store water of Dallas Creek and the Uncompahgre River <br /> <br />as well as water of Cow Creek that would be conveyed to the reservoir <br /> <br />by the Cow Creek Feeder Canal. An important consideration in the construc- <br /> <br />tion of Ridgway Resevoir would be inundation of the town of Ridgway with <br /> <br />a present population of about 250 <br /> <br />people. Present legislation and <br /> <br />Bureau policy and procedures provide for purchase of the reservoir ri\1ht- <br /> <br />of way, including the town of Ridgway. This will provide the town and <br /> <br />its residents full compensation fbr the value of thUr property and <br /> <br />town facilities. It has not yet been determined whether the residents <br /> <br />will wish to relocate their'town or'establish new residence individually <br /> <br /> <br />with the compensation received from'the right-of-way value of their <br /> <br />property. Present legislation authority provides only for th. purchase <br />
