These bull sessions generally amount to executive m~et- <br /> <br />ings and officially the press is not supposed to be present. <br /> <br />According to Roberts he did not get any impression that even- <br /> <br />ing that Samples himself owned the water which he was trying to <br /> <br /> <br />sell. Instead, Samples said that it would be necessary for the <br /> <br />city to purchase replacement water for its well. Roberts charac- <br /> <br />terizes Samples as "strutting a little." Samples told them that <br /> <br />the well would be shut down if they did not get replacement water <br /> <br />and went into great detail explaining to the council how various <br /> <br />oil companies were doing this same thing. He stated tba~ he had <br /> <br />"supervised and put together" exactly such a deal for an oil <br /> <br />company, the name of which Roberts could not recall. <br /> <br />Roberts said that the city owns wells which are much closer <br />to the river than the golf cou,se well and he does not know why <br /> <br />Samples picked it to shut down. He did remember that Samples ex- <br /> <br />plained that the Fort Morgan Ditch rights owned by the city were <br /> <br />not transferable and could not be used as replacement water for <br /> <br />the wells. <br /> <br />At a second meeting, Bill Mattern came down to Fort Morgan <br /> <br />and also met with the city couucil. Roberts was in Chicago when <br /> <br />j <br />'~ <br /> <br />John Smnples eventually decided to shut down the well, thereby <br /> <br />precipi tating the litigation. <br /> <br />other than for the preceding, Roberts told us that he had no <br /> <br />. <br /> <br />information whatsoever of any kind which would shed light on our <br /> <br />~ <br /> <br />investigation of John L. Samples' conduct of the administration <br /> <br />of water rights in Water District No.1.
