Canfield quoted Samples as having <br /> <br /> <br />told the Fort Morgan city council "I can sell you.the water." <br /> <br /> <br />Canfield says that Samples then changed this to say "I can get it <br /> <br /> <br />for you." Canfield is a very strong supporter of Samples and <br /> <br /> <br />does not believe that there was any wrongdoing. He doubts very <br /> <br /> <br />much that John Samples ever would have received any commission. <br /> <br /> <br />When Samples appeared at the Fort Morgan city council meet- <br /> <br /> <br />ing, according to Canfield, Samples said that there was "water <br /> <br /> <br />available. My office is a natural exchange." As Canfield re- <br /> <br /> <br />members it, Samples proposed that the city lease water rights <br /> <br /> <br />rather than buying them outright. He recommended very strongly <br /> <br /> <br />to them that they lease water from Jackson Lake Reservoir. <br /> <br /> <br />C8nfield pointed out that the city owned Morgan Ditch rights but <br /> <br /> <br />these could not be used anywhere except under the Morgan Ditch. <br /> <br /> <br />Since the golf course is on the north side of the river under <br /> <br /> <br />the Riverside system, the Morgan Ditch rights could not be used <br /> <br /> <br />to compensate for the well. <br /> <br /> <br />Canfield concluded that Samples is very outspoken on the <br /> <br /> <br />Narrows issue and that this has caused all the trouble. Further- <br /> <br /> <br />more, many people resent the golf course well just because it is <br /> <br /> <br />used to irrigate the golf course. <br /> <br /> <br />f. He was pre- <br /> <br /> <br />sent at the meeting between the Fort Morgan City Council and John <br /> <br /> <br />L. Samples shortly after H.B. 1066 was passed by the General <br /> <br /> <br />Assembly in 1965.
