'"
c.n
c.::;
N

the Wash and discharge downstream of the salinity control
unit. A suit has been filed by the Cities of Las Vegas
and North Las Vegas, against Clark County, State of
Nevada and EPA, challenging the necessity for the AWT
Plant.

,.

As a result of the uncertainties associated with

the Las Vegas Wash Unit, the Bureau has recommended that

construction of the unit be deferred and that a reevalua-

tion of the hydro-salinity system and resolution of contro-
versy surrounding the AWT Plant and future Wash development
be made. The Advisory Council agrees and recommends that
the Bureau proceed with reevaluation of the hydrologic
system in light of changing conditions. This study should
be carried out as expeditiously as possible in consulta-
tion with the Advisory Counc:H. In addition, the Bureau
and the Clark County 208 agency should coordinate and

consult with each other on the studies and investigation

related to the Wash.

Water QUa+itv Improvement Program
The Advisory Council has become increasingly concerned
with the current and projected delays in the scheduled
completion dates for feasibility studies on those projects
which are included in the Water Quality Improvement Program
as directed by Title II of P.L. 93-320. The delays which
have developed since 1975, have been significant, ranging
from 15 to 64 months.

3

i

..J

,
