<br />,. <br /> <br />N <br />U1 <br />(;:) <br />w <br /> <br />The Colorado River Basin Salinity Control Forum has <br />expressed its concern with the lag in the program and urged <br />in its letters to Commissioner Higginson of July 21 and Sep- <br />ternl:er 14, 1978, that: the salinity control programs be given <br />a much higher priority; consulting engineering firms be <br />employed to carry out the planning and design studies; and <br />more realistic requirements for feasibility stud.:ies re establi:>hed. <br />The Commissioner's letter of October 16, 1978, <br />assured the Forum that the Bureau has taken steps in the <br />direction recommended by the Forum, however, the .Council <br />urges the Bureau to continue its efforts. to expedite the <br />activities on the Water Quality Improvement Program. The <br />salinity control program must continue tQ be expedited to <br />assure that the adopted numeric criteria for salinity are <br />met .and for the Secretary of Interior to implement the <br />salinity control policy for the Colorado River, to main- <br />tain salinity at or below the 1972 levels in the lower <br />mainstem while the Basin states continue to develop their <br />compact-apportioned waters as directed by Congress in <br /> <br />.., <br /> <br />P.L. 93-320. <br /> <br />The Council is also concerned with what appears to <br />be a lack of coordinated scheduling of planning activities <br />by all involved federal agencies. The delays in the com- <br />pletion of the USBR feasibility level reports on the Lower <br />Gunnison Basin Unit, Uinta Basin Unit and Me Elmo Creek <br />Unit (irrigation sources), could seriously h&~per the <br /> <br />4 <br />
