<br />SUMMARY <br /> <br />Wetland and riparian habitat mitigation plan <br /> <br />The Bureau of Reclamation, in coordination with the Fish and Wild- <br />life Service, the Utah Division of Wildlife Resources, and the Corps of <br />Engineers, developed a plan which would adequately mitigate for the <br />losses of riparian and wetland habitat. The plan includes management <br />and protection of about 563 acres of existing wooded riparian habitat <br />and 106 acres of emergent wetland habitat. These habitats are on lands <br />which have been acquired or are under consideration for acquisition as <br />mitigation for fish and wildlife losses related to other systems of the <br />Bonneville Unit. In response to the concern of the Environmental Pro- <br />tection Agency that the plan developed by these agencies is not adequate, <br />Reclamation agreed to study further possibilities for the development of <br />wooded riparian and emergent wetland habitat on lands within the Jordan- <br />elle Reservoir management boundary or on other lands acquired for proj- <br />ect purposes. The shoreline of the reservoir would provide about 69 <br />acres of littoral habitat at the average water surface elevation. With- <br />out development, however, this shoreline would provide only minimal <br />emergent wetlands. Stabilization of the upper Provo River reservoirs <br />would provide about 72 acres of shoreline emergent wetlands. Reclamation <br />will reanalyze the wetland and riparian mitigation plan in coordination <br />with EPA and other involved agencies to determine the extent to which the <br />plan compensates for project losses and to implement other appropriate <br />measures. <br /> <br />Lands for project features <br /> <br />The present estimate of land needed for project features of the <br />M&I System is 20,495 total acres of land, compared to 9,846 total acres <br />in FES estimates. The current figure reflects reservoir management <br />boundary and road relocation modifications and includes 10,431 acres of <br />off site Federal land for the new ~ildlife mitigation plan. <br /> <br />Summary of Environmental Consequences <br /> <br />Of all the proposed modifications to the M&I System, the construc- <br />tion of an additional 17.9 miles of road (from 15 miles in the FES to <br />32.9 miles) would create the principal impacts. Impacts expected from <br />the relocation of U. S. Highway 189 are presented for the preferred <br />alternative, that is, northern route C. Impacts of alternative align- <br />ments would be only marginally different. Conditions not affected by <br />proposed modifications include agricultural development, geology and <br />seismicity, water quality, scenery, vector and related problems, and air <br />quality. Impacts associated with the no-action alternative are those <br />described in the FES which would occur if the M&I System plan were im- <br />plemented without the modifications described in this supplement. <br /> <br />S-ll <br />
