Minimal facility development, such as parking and rest- <br />room facilities at each access point. <br /> <br />Wildlife mitigation plan <br /> <br />The wildlife mitigation plan would be modified to mitigate for <br />habitat losses stemming from road relocation realignments, changes in <br />the reservoir management boundary, and wetland and riparian impacts not <br />covered in the PES. An offsite option (preferred by Reclamation) and an <br />onsite option are presented, both of which incorporate the acquisition <br />of 110 acres of sage grouse habitat, installation of wildlife warning <br />reflectors, and management and protection of more than 600 acres of <br />wetland/riparian habitat. <br /> <br />Offsite Option <br /> <br />The Reclamation-preferred offsite option calls for the habitat im- <br />provement and management of Federal lands previously acquired by Recla- <br />mation for (1) the Provo River Project and (2) the Bonneville Unit. The <br />land would be managed as suitable habitat for the three major affected <br />game species--deer, elk, and sage grouse. It includes onsite acquisition <br />of about 720 acres of land north of the Provo River arm of the Jordan- <br />elle Reservoir for protection and management of sage grouse and golden <br />eagle breeding habitats. The option also includes the transfer of 10,431 <br />acres of Reclamation land to either the Forest Service or the Utah Divi- <br />sion of Wildlife Resources. Regardless of the management agency, the <br />land will be managed as wildlife habitat. About 9,461 acres of these <br />lands are located in mountainous areas within the Strawberry River water- <br />shed of Wasatch and Duchesne Counties. They provide spring, summer, and <br />fall range for elk, mule deer, and sage grouse. The other 970 acres of <br />Federal land are adjacent to Deer Creek Reservoir and they provide big <br />game winter range. <br /> <br />Onsite Option <br /> <br />The onsite option for wildlife is essentially the same as the miti- <br />gation program described in the FES, but with an additional 690 acres <br />located north of the Provo River arm of Jordanelle Reservoir. Specific <br />boundaries of designated mitigation lands have been adjusted to conform <br />with the new management,boundary, where necessary, and to accommodate the <br />alignment of the new county road along the south side of the reservoir. <br /> <br />The option includes acquisition of about 1,400 acres of big game <br />winter range and golden eagle nesting habitat on State and private land <br />north of the Provo River arm of Jordanelle Reservoir and acquisition of <br />about 400 acres of private land on the south side of the same arm. In <br />addition, to mitigate sage grouse nesting and breeding habitat impacts <br />from road relocations, another 800 acres of private land on the north <br />side of the Provo River arm of the reservoir is required. <br /> <br />S-10 <br />
