All parties agree with the changes and <br />tentatively agreement to sign the Stand Still Agreement. <br /> <br />October - November 1996 The Stand Still Agreement was signed The following pending <br />litigations were put on hold: Taxpayers for the Animas River, et <br />al. vs. Reclamation; Southern Ute Grassroots Organization vs. <br />Reclamation; Southern Ute Indian Tribe, Ute Mountain Ute <br />Tribe and Animas La Plata Water Conservancy District vs. <br />Environmental Protection Agency. The Agreement restricted <br />certain Reclamation and State of Colorado activities that may <br />drain resources or be a source of public conflict outside of the <br />Romer/Schoettler Process. Parties agreed that Reclamation and <br />Sierra Club Legal Defense Fundjointly request the Federal <br />Energy and Regulatory Commission to defer action on the <br />Northwest Pipeline pennit application. A list of Project <br />anticipated Reclamation activities was approved by the group and. <br />attached to the Stand Still Agreement. <br /> <br />November 6, 1996 <br /> <br />December 3, 1996 <br /> <br />December 16, 1996 <br /> <br />January 10, 1997 <br /> <br />February 10, 1997 <br /> <br />Reclamation grants the Environmental Protection Agency a third <br />extension to their review period on the FSFES pending outcome <br />of Romer/Schoettler process. The period is extended until <br />January 12, 1997. <br /> <br />Third Romer/Schoettler Process meeting held in Fannington, <br />New Mexico. Teams reviewed criteria lists and agreed on "areas <br />of concurrence. " Sixty-five (65) options were considered and <br />seven (7) priority options received enough votes from all teams for <br />further consideration. The group revised the Stand Still <br />Agreement. <br /> <br />Fourth Romer/Schoettler Process meeting was held in Denver, <br />Colorado. Department of Interior provided an overview of it's <br />"Discussion of Seven Options" paper. The teams raised questions <br />on this document. The Department of Interior agrees to address <br />question raised by the teams on the Dolores, Florida, Navajo, and <br />Hammond Projects by 1/13/97. The teams agreed that <br />Congressional lobbying would not be a part of the Stand Still <br />Agreement. The Stand Still Agreement was extended to 2/11/97. <br /> <br />Reclamation grants the Environmental Protection Agency a <br />fourth extension to their review period on the FSFES pending <br />outcome of Romer/Schoettler process. The period is extended <br />until February 11, 1997. <br /> <br />Reclamation grants the Environmental Protection Agency a fifth <br />extension to their review period on the FSFES pending outcome <br /> <br />12 <br />
