Also included is mitigation for fish, wildlife, <br />and wetlands. <br /> <br />Stage B construction includes: Durango Pumping Plant add-on <br />pumps, Ridges Basin Pumping Plant, RBPP transmission <br />facilities, Long Hollow Tunnel, Durango Municipal & Industrial <br />Pipeline, Dryside Canal-Phase 1, Red Mesa Pumping Plant- <br />laterals-transmission facilities, Alkali Gulch Laterals-phase 1, La <br />Plata, NM Laterals-Phase 1, Dryside Lateral-Phase 1, Drains- <br />Phase 1, NM Interim Facilities, Shenandoah Pipeline, Southern <br />Ute Diversion Dam, and Southern Ute Inlet Canal. Also included <br />are recreation facilities, and fISh & wildlife and cultural resource <br />prese",ation/enhancement. Completion of Stage B allows the full <br />development of Phase 1. <br /> <br />Rescheduled the completion of the Final Supplement to the Final <br />Environmental Statement to incorporate staging of Phase 1. The <br />Supplement is now scheduled to be filed with the Environmental <br />Protection Agency in November 1995. Execution of a Record of <br />Decision is planned for January 1996. <br /> <br />The Energy and Water Appropriations Act for fiscal year 1996 <br />states that, "In order to ensure the timely implementation of the <br />Colorado Ute Indian Water Rights Settlement Act of 1988, the <br />Secretary of the Interior is directed to proceed without delay with <br />construction of those facilities in confonnance with the Final <br />Biological Opinion for the Animas-lA Plata Project, dated <br />October 24, 1991. . <br /> <br />Rescheduled the completion of the Final Supplement to the Final <br />Environmental Statement to allow additional time for completion <br />of analyses, Endangered Species Act consultation, and multi- <br />team review of the draft Supplement. The Final Supplement will <br />be filed with the Environmental Protection Agency in April 1996. <br /> <br />Final Biological Opinion is issued by the Se",ice. This opinion <br />deals with significant, new infonnation that had become available <br />since the 1991 opinion. Reasonable and Prudent Alternative <br />(RPA) elements are similar to the 1991 opinion with inclusions <br />such as a clarification of language on the allowable 57,100 acre- <br />feet depletion; and the requirement to test low winter flows from <br />Navajo Rese",oir. <br /> <br />Sierra Club Legal Defense Fund, representing several entities, <br />filed suit against Reclamation regarding the possible amendment <br />of the Cost Sharing Agreement.
