Other hearings are <br />held in Farmington, New Mexico on December 1, 1992, and <br />Denver, Colorado on December 2, 1992. About 125 statements <br />were received. <br /> <br />July 20, 1993: Commissioner of Reclamation signs a memorandum <br />recommending that a Final Supplement to the 1980 FES be <br />prepared which addresses issues raised during the comment <br />period; is based on updating impacts of the project described in <br />the 1979 DPR (including refinements); and includes Clean Water <br />Act compliance requirements. <br /> <br />September 1993: Reclamation sets a schedule date of June 1995 for filing the Final <br />Supplement with EPA and August 1995 for a Record of Decision. <br /> <br />November- December 1993: Using Indian Self Detennination Act contracting procedures, <br />cooperative agreements are put in place with both the Southern <br />Ute Indian Tribe and the Ute Mountain Ute Tribe to conduct <br />certain studies and analyses, thereby assisting in completion of <br />the Final Supplement. <br /> <br />February 16,1994: <br /> <br />Consent decree is filed regarding the Four Comers Action <br />Coalition, et. al. lawsuit. Reclamation agreed to not perfonn <br />cultural resources related ground disturbing activities prior to <br />completion of the Final Supplement. As such, the previous <br />preliminary injunction is vacated. <br /> <br />April 19, 1994: <br /> <br />In anticipation of U.S. F& WL Service designation of critical <br />habitat in the Colorado River Basin for four endangered FIShes, <br />Reclamation requests initiation of ESA consultation regarding the <br />ALP project and critical habitat. The Service designated critical <br />habitat on April 20, 1994. <br /> <br />July 1994: <br /> <br />U.S. Department of Interior Inspector General releases audit <br />report No. 94-1-884, "Development Stams of the Dolores and the <br />Animas-LA Plata Projects, Bureau of Reclamation." Regarding <br />ALP, the OIG recommends that economic and financial <br />feasibility of the project be reevaluated and that Congress be <br />infonned of the reevaluation results. Reclamation had previously <br />begun such an economic analysis. <br /> <br />February 1995: <br /> <br />Project sponsors agree on the concept of dividing Phase I of the <br />project into two Stages, A and B. In accordance with the project <br />depletion limitation of 57,100 acre-feet specified in the reasonable <br />and prudent alternative (RPA) of the 1991 FWS Biological <br />Opinion, Stage A facility construction is defined generally as <br />follows: the Durango Pumping Plant, Ridges Basin Dam and <br /> <br />9 <br />
