The opinion <br />contains a reasonable and prudent alternative that allows <br />construction to begin and project depletions of 57,100 acre-feet <br />per year while an endangered fISh research and recovery program <br />is conducted. <br /> <br />Commissioner of Reclamation signs memorandum which <br />authorizes the Regional Director to begin construction of the <br />project. <br /> <br />Ground breaking ceremony is held near Durango, Colorado. <br /> <br />Four Comers Action Coalition, Sierra Club, Colorado Wildlife <br />Federation, Taxpayers for the Animas River, and Southern Utah <br />wilderness Alliance, represented by the Sierra Club Legal Defense <br />Fund, file a lawsuit against Reclamation. <br /> <br />Reclamation rescinds authoriztl/ion for construction pending <br />completion of a Supplement to the Final Environmental <br />Statement. <br /> <br />Reclamation announces in the Federal Register its intent to <br />prepare a draft Supplement to the Final Environmental <br />Statement. <br /> <br />Reclamation awards contract for cultural resources data recovery <br />to Northern Arizona University. <br /> <br />Department of Justice files response to the lawsuit. <br /> <br />Judge Zita Weinshienk dismisses 8 of the 11 causes of action in <br />the lawsuit including Clean Water Act and Administrative <br />Procedures Act issues. NEPA issues were not dismissed because <br />of questions regarding the pending cultural resources work. <br /> <br />Sierra Club Legal Defense Fund files a motion for Preliminary <br />Injunction to halt cultural resources work. <br /> <br />Judge Weinshienk grants Preliminary Injunction. Reclamation is <br />prohibited from performing ground disturbing activities in <br />connection with cultural resources activities until the completion <br />of the Supplement to the Final Environmental Statement. Other, <br />non-ground disturbing activities may proceed. <br /> <br />Reclamation files the Draft Supplement (DES 92-41) with the <br />Environmental Protection Agency and releases the Draft for <br /> <br />8 <br />
