<br />22 <br /> <br />c\.CT1VITY THREE - O"velopment of Infu.rmation Describing Selected Probl"ms e <br />(J"-nual'y 1976 - August 1976) <br />The objectives of this Activity are to develop detailed beneficial and adverse <br />effects information for the final list of problems selected in Activity Two ,end <br />to define a set of potential Level B i3tudy Areas for priority consideration in <br />Activity Four. Consistent with the WRC "Principles and Standards," ecoelomic <br />environmental, and social beneficial and adverse effects information will be <br />developed for the selected problems for the years 1975, 1985 and 2000. <br />'The Effects information also will be described consistent with the assurn;J- <br />tions..of both the Modified Central Case and the Regional Preference Future. <br /> <br />Finally, the J;jfects information will be developed for and on a basis consistent <br />with the $'alytical.A,reas established in Activity Two (the f"alytical Areas <br />approximate the boundaries of the roblem Areas). <br />F <br /> <br />If J.,coblem ,;reas, hence P/lalyticaIAreas. extend beyond the boundaries of <br />an.Aggregated Sub-area or the Region, the Effects information needs to be <br />developed so that it describes effects relative to both the Problem Prea and <br />the ASA's into which the problem Area extends. <br /> <br />If during this Activity, the participants find that it is necessary to shift the e <br />boundaries of the Lc,alytical A.reas to better correspond to available information, <br />this should be proposed to the Regional Study Director and policy group <br />for consideration and approval. <br /> <br />The Study Director will be responsible for doing this Activity with the <br />assistance of his i.mmediate staff or a selected interagency work group <br />(Part of Group Ai, Specific contractual assistance from either private <br />60urces- or the participating State and Federal agencies prob.ably will <br />bp necessary. For example, the Council requests that the informa- <br />tion on economic effects developed by the Regional Sponsor be <br />substantivcly comparable with the information contained <br />in OBERS. However, because the geographic R,alytical ffeas will probably <br />not be and should not be forced to be coincident with thos e contained in the <br />published OBERS reports (SMSA's, Subareas, Economic areas, States, ASA's <br />and Regions) the services of the Bureau of Economic Analysis and the Depart- <br />ment of Agriculture should be acquired in order to obtain economic data at a <br />level of geographic detail coincident with the Analytical Areas chosen by the <br />Regional Sponsor. <br /> <br />As shown in Figure 2 and as descr-ibed below, the Council suggests that four <br />sub-activities (11, 12, 13, and 14) be conducted by the Regional Sponsor to <br />accomplish the objectives of this Activity. <br /> <br />e <br />
